Chapter I General Provisions 1.1 According to the "Guidelines for the Production License of Industrial Products" issued by the State Council State Council [1994] No. 54 Document and the "Administrative Measures for the Production License of Industrial Products" issued by the State Economic Commission Administration Quality Standard [1984] No. 526 and The National Industrial Product Production Licensing Office's Technical Management Xu Hui [1984] Circular No. 33 and other relevant documents stipulate that the detailed rules shall be formulated.
1.2 The applicable product range of these rules is:

Industrial sheet steel round cans Where Enterprises that manufacture products belonging to the aforementioned products within the territory of the People's Republic of China shall apply for production licenses in accordance with the procedures stipulated in these Rules, regardless of their affiliation, nature of ownership, or scale of production.
1.3 The quality of the certified product should meet the requirements of the following national or industry standards:

1.4 Steel drum products are divided into the following four issuing units according to capacity and category:

An enterprise that has obtained a Tier 1 production license can produce Tier 1, Tier 2, Tier 3 products; an enterprise that has obtained Tier 2 production licenses can produce Tier 2 and Tier 3 products; an enterprise that has obtained Tier 3 production licenses can only Produce 3 products.
1.5 The license issuing department of Metal Packaging drums and cans production licenses is China National Packaging Corporation. The daily specific work is performed by the National Packaging Industry Product Licensing Office (hereinafter referred to as the National Licensing Office).

1.6 Approved by the National Office for the Granting of Industrial Products Production Licensing Office [1985] No. 25, the quality inspection of metal packaging drum cans is subject to the following eight commitments:

Chapter II Preparation Requirements for Production License Obtained by Enterprises 2.1 An enterprise must hold a business license issued by the administrative department for industry and commerce. The products produced by the enterprise shall be consistent with the business scope listed in the business license.
2.2 The company's production prerequisites shall be evaluated according to the requirements specified in the “Measures for the assessment of the necessary conditions for production of metal packaging drums and cans” (see Annex 2). Each score shall meet the qualified score line.
2.3 The application quality of the enterprise must meet the requirements of the corresponding national or industry standards.

Chapter III Application, Approval and Issuance of Production License 3.1 Application 3.1.1 The enterprise shall apply to the provincial and municipal packaging industry product production license office (hereinafter referred to as the provincial and municipal licensing office) within the time limit specified by the National License Office. Fill in the production permit application (see Attachment 1). The steel drum products will be filled out according to the issuing unit, and signed by the provincial and municipal licensing office, provincial and municipal industrial product production license office (hereinafter referred to as the provincial and municipal licensing office). , The provincial and municipal charters and license offices will collectively submit an application form together with a summary list to the National License Office.
3.1.2 All provinces, cities and departments shall not impose any conditions to restrict enterprise declarations; otherwise, the enterprise may directly file a complaint with the National Licensing Office.
3.2 Auditing 3.2.1 The review and assessment of the enterprise's production prerequisites shall be carried out by the National Permit Office in accordance with the provisions of the “Measures for assessing the necessary conditions for production of metal packaging drums and containers”. The National License Office has the right to review the review results of the provincial and municipal licensing offices.
3.2.2 After reviewing the necessary conditions for production of the enterprise, the review team shall fill out the “Examination Report on the Manufacturing Prerequisites for Metal Packaging Tanks” (see Annex 3).
3.2.3 Review the unqualified companies' production prerequisites, allow the company to resubmit the application within six months after rectification, review the unqualified person for the second time, and cancel the application qualification.
3.3 Quality Inspection 3.3.1 The quality inspection of an enterprise shall be carried out by the inspection unit in accordance with the corresponding national or industrial standards for each product and the relevant provisions of the National License Office.
3.3.2 The sampling work of the quality inspection of the company's products shall be carried out by the inspection team during the examination of the necessary conditions for production of the company. The samples shall be drawn separately according to the issuing unit. The company shall send the samples to the designated inspection unit within the prescribed time limit.
3.3.3 The quality inspection unit shall carry out inspections and issue inspection reports on the company's samples in a timely manner as required, and report the inspection report to the National License Office in one form.
3.3.4 If an enterprise fails to pass the product quality test once, it is allowed to submit a retest to the National Licensing Office within one month, after which it is approved. If the second inspection is still unqualified, the application qualification is cancelled.
3.4 Each provincial and municipal charter office shall be responsible for the centralized and centralized reporting of the corporate review report in one form and the summary statistics form shall be submitted to the National Permission Office.
3.5 Approval and Issuance of Certificates 3.5.1 The National Permit Office conducts an audit of the enterprise application, review report and inspection report, determines the certified company, and reports to the National Industrial Product Production License Office.
3.5.2 The certificate of production license of the certified enterprise is issued by China Packaging Corporation. The list of certified companies is uniformly distributed by the State Bureau of Technical Supervision.

Chapter IV Management of Production Licenses 4.1 The production license for metal packaging drum products shall be valid for five years from the date of approval.
4.2 The company that obtains the product production license must indicate the production license number and mark on the product specification or product.

4.3 After the issuance of certification work, any enterprise that has not obtained the metal packaging drum product license shall not be allowed to produce the corresponding product, otherwise it shall be treated as having no license production.
The provincial and municipal licensing offices must cooperate with provincial and municipal licenses to do a good job in investigation.
4.4 After the issuance of certification work is completed, the National Permit Office will organize regular spot checks and random inspections of certified companies, and write off production licenses for any of the following circumstances:
1. After spot checks and re-qualifications, who are still unqualified after the deadline for rectification;
2. Those who resort to fraud or bribery during inspections;
3. Those who have not approved the technical standards;
4. Transfer production licenses to users of unlicensed companies.
4.5 After the issuance of licenses is completed, enterprises newly putting into production or converting shall apply to the provincial and municipal licensing offices for approval. Before the batch production starts, they shall be approved by the provincial and municipal license offices and will not be punished by unlicensed products within half a year. The unlicensed manufacturing company must hold the confiscation certificate from the technical supervision department and the certificate of the competent department of the enterprise to apply for the formalities.

Chapter 5 Management of Charges for Production Licenses 5.1 According to Article 10 of the State Council issued [1984] No. 54 “Regulations on the Production of Industrial Products Licensing Regulations” and the State Price Bureau and the Ministry of Finance Price Fei An (1992) No. 127 “on the release of industrial products” The relevant provisions of the "Interim Provisions for the Administration of Production License Charges," etc., shall be paid by the applicants to the National Entrusting Office and the relevant inspection agency at the time of filing the application.
5.2 The charge item is a review (including certificate fees, travel expenses and data fees, etc.); product quality inspection fees and announcement fees.
5.3 Charges According to the price letter (1995) No. 56 of the State Planning Commission (formerly State Price Bureau), the charge standard for production licenses of metal packaging drums and containers is:
First, the review fee of 2,500 yuan 1. Travel expenses 1,600 yuan 2. Management fees 900 yuan Including conference fees, documents, data printing fees, certificate fees.
2. Inspection fees 1. 600 yuan for metal barrels 2. 800 yuan for metal cans III. Announcement Fees In accordance with the principle of thrifty, actual charges will be charged, and announcement fees and charges will be issued separately.
5.3.2 Each certification product or unit shall pay examination fee, inspection fee and announcement fee. When a company applies for application for several products or units at the same time, the examination team can complete the examination at one time, and the enterprise only needs to submit the application. For a review fee, steel drum products should be subject to inspection fee.
5.4 The production license examination fee and advertisement fee shall be collected uniformly by the National License Office. The product quality inspection fee shall be paid directly by the enterprise to the inspection unit. Each application company shall pay the necessary expenses at one time.

5.5 The fees charged for production licenses should be earmarked for specific purposes.
5.6 If the applicant fails to pass the examination, the applicant must be re-examined, and only the examination fee shall be charged. If the product quality fails the inspection, the re-inspection will be required and only the product quality inspection fee will be charged.

Chapter VI Supplementary Provisions 6.1 These Rules have been approved for publication by the National Office for the Production of Industrial Products, Office of the Whole Enterprise, [1995] No. 25.
6.1 These Rules shall come into effect on the date of approval.
6.2 The Rules shall be interpreted by the National Charter Office.
