In 2006, I conducted research on nearly 50 companies with different economic properties, product structures, and scales in Beijing, Hebei, Jiangsu, Zhejiang, and Guangdong. In addition to the new situation that has emerged before, some issues need to be resolved urgently. Some of them are even chronic illnesses and should be given due attention by relevant departments. There are four main areas.
The first aspect: The small, scattered, chaotic situation in the industry has not yet been fundamentally controlled, and it has rebounded in the past year.
After preliminary understanding and estimation, there are about 3,000 large, medium and small-sized enterprises engaged in metal packaging in the country, of which about 1500 have begun to take shape. According to the national statistical standards, there are about 550 enterprises with a certain scale. Due to the low barriers to entry in this industry, coupled with the interests of driving and local protection and other reasons, there have also been launched. In even more economically developed regions where resources are loose, there are more than 50 small and medium-sized metal packaging plants in one area of a certain province. It can be seen that low-level redundant construction and overproduction of low-end products exacerbate the consumption of resources and environmental pollution. Therefore, raising the barriers to entry for metal packaging products and preventing a new round of blind oversight requires government agencies and industry agencies to take seriously. At the same time, as a specialized committee for metal packaging, it is still a long way to go to promote the integration of industrial resources, the reorganization of enterprises and the upgrading of products, so that the company will enter into a large-scale, modern and healthy development.
The second aspect: The standard of metal packaging products should be fully improved.
In the past two years, relevant departments have organized some enterprises and units to revise their product standards concerning metal packaging. This will undoubtedly play an important role in promoting the quality and technical level of metal packaging products.
For metal packaging products standardization work, talk about a few points.
The first point is the formulation of the standard, and revision should be done in the form of unified planning, unified organization, and unified promotion.
The second point is to raise the standard. The metal packaging industry should actively adopt international advanced standards to promote the overall level of metal packaging products in China. Whether a company with a certain scale can put in appropriate manpower and material resources, obtain various standards for metal packaging in the same industry in the country and corporate standards of its counterparts in developed countries through various channels, and conduct research and learning for what I have learned and for my own use. The third point is that the current standards for metal packaging products are insufficient to cover all metal packaging products. The current situation is that only a few key enterprises have set up R&D centers, and the overall development of the industry is far from enough. We should give full play to the advantages of countries, regions, universities and research institutes, carry out basic research on metal packaging, and conduct cutting-edge research. It is necessary to develop packaging products and research into packaging materials and packaging machinery and equipment. In this regard, the gap between us and the developed countries is still very large. Fourth aspect: It is imperative to strengthen the recycling and recycling of metal packaging waste, and promote the development of green packaging production and recycling economy.
In general, the recovery rate of metal packaging waste in various packaging wastes should be the highest; the lowest is also about 40%, and the highest is more than 95%.
